# 提案流程

> ALL 改进提案从草案到采纳的流程

1. **讨论**：描述问题并确认它需要协议层解决。
2. **草案**：使用模板提交完整设计和兼容性分析。
3. **评审**：公开处理技术、安全、实现和迁移意见。
4. **决定**：标记为接受、拒绝、撤回或暂缓。
5. **实现验证**：通过原型或独立实现验证可编码性。
6. **纳入版本**：在规范版本记录中明确采用的提案。

提案编号一经分配不得复用。状态改变必须保留历史记录和决定理由。
