# 治理

> ALL 规范维护和决策原则

规范维护遵循以下原则：

* 公开记录技术决定和版本变化；
* 优先保证互操作性、安全性和实现可行性；
* 区分规范性条款、实现建议和非规范性示例；
* 重大变化通过改进提案评审；
* 不以单一设备或供应商实现作为协议唯一依据；
* 发布版本保持可追溯，历史版本不静默改写。

具体维护者名单和表决规则将在社区形成稳定协作规模后另行公布。
